Starting July 28, 2025, Immigration, Refugees and Citizenship Canada (IRCC) will begin sending
17,860 Invitations to Apply (ITAs) for the Parents and Grandparents Program (PGP), allowing
up to 10,000 complete applications to be submitted this year.
This long-awaited update gives Canadian citizens and permanent residents the chance to bring their
parents and grandparents to live in Canada as permanent residents—but only if they previously
submitted an Interest to Sponsor form in 2020.
This year, no new Interest to Sponsor forms will be accepted.
What Is the Parents and Grandparents Program (PGP)?
The PGP allows eligible Canadians to sponsor their biological or adopted parents and
grandparents for permanent residency in Canada. Approved applicants can live, work, and access
healthcare and social benefits just like any other Canadian permanent resident.
With only 10,000 spots and a two-week invitation window, this is one of the most competitive
immigration programs in Canada.
Who Can Sponsor?
To qualify as a sponsor in 2025, you must:
Have submitted an Interest to Sponsor form in 2020
Be 18 years or older
Be a Canadian citizen, permanent resident, or registered under the Canadian Indian Act
Live in Canada at the time of application and until a decision is made
Meet the Minimum Necessary Income (MNI) requirement for 2022, 2023, and 2024
Sign a sponsorship undertaking to financially support your parents or grandparents
Comply with the Immigration and Refugee Protection Act
You can also co-sign the application with a spouse or partner to combine incomes.
Who Cannot Sponsor?
You are ineligible to sponsor if you:
Are incarcerated
Have defaulted on immigration loans, alimony, or child support
Declared bankruptcy (undischarged)
Are receiving social assistance (excluding disability support)
Have committed violent or sexual offences
Are under a Removal Order
2025 Sponsorship Income Requirements
To sponsor your parents or grandparents, you must meet the following Minimum Necessary Income
(MNI) based on family size:

Example: If you’re sponsoring 2 parents and have a spouse + 1 child, your family size is 5. Your
income must be at least $80,496 (2024), $75,384 (2023), and $72,935 (2022).
How to Prove Income
You can prove your income in one of two ways:
Select “Yes” under the Sponsor Statement of Consent
Provide SIN, signature, and date
Attach printed Notices of Assessment (NOAs) for 2022, 2023, and 2024

Didn’t Receive an Invitation? Consider the Super Visa
