The Immigration, Refugees and Citizenship Canada (IRCC) backlog has once again increased in July 2025, raising new concerns for thousands of individuals awaiting decisions on their Canadian visa applications. While there has been progress on study permit processing, the overall inventory of pending applications continues to rise—especially for work permits and visitor visas.

Here’s everything you need to know about the latest developments and how they could affect your application plans.

IRCC Inventory at a Glance – July 2025

According to the latest update, IRCC’s total application inventory has increased from 2,221,100 in June to 2,273,000 in July 2025. This includes applications for temporary and permanent residence, as well as citizenship.

Breakdown of application types in backlog:

  • Work Permits: 38% in backlog (up from 31% in April)
  • Visitor Visas: 54% in backlog
  • Study Permits: 23% in backlog (improved from 27% in May and 30% in April)

IRCC’s goal is to process 80% of applications within service standards. Any applications beyond this threshold are considered part of the “backlog.”

Study Permit Processing: Some Positive Signs

There is good news for international students planning to study in Canada. Study permit delays are decreasing, with backlogs now reduced to 23%, down from 30% in April. This improvement reflects IRCC’s targeted efforts to prioritize student applications, especially with the fall 2025 academic term approaching.

However, it’s important to note that more than 200,000 study permit applications are still pending, which may impact last-minute applicants.

Work Permits and Visitor Visas: Rising Delays

Unlike study permits, the backlog for work permits has worsened, now sitting at 38%, significantly above IRCC’s service standard target. Employers across Canada are raising concerns, particularly in sectors facing acute labour shortages such as healthcare, construction, and agriculture.

Visitor visa applications are also experiencing long wait times, with over half of all files delayed, making it difficult for families, tourists, and business travellers to plan trips.

Why Is the Backlog Growing?

Several factors are contributing to the growing IRCC inventory:

  1. Surge in demand post-pandemic for all categories of immigration
  2. System transitions and policy changes such as updates to PGWP, Express Entry, and international student caps
  3. Implementation of advanced analytics and digital tools that are still being refined
  4. Increased volumes for temporary residence, especially during peak summer months

What Visa Applicants Should Do Now?

If you are planning to apply—or are already waiting for a decision—here are key recommendations:

  • Apply Early: Don’t wait until the last minute. Start your application as early as possible to avoid delays.
  • Stay Informed: Track IRCC’s official processing times and backlog reports.
  • Consider Alternatives: Explore Provincial Nominee Programs (PNPs), Express Entry pathways, or LMIA-exempt work permits.
  • Maintain Complete Documentation: Ensure all paperwork is correct and uploaded on time to avoid additional delays.

Final Thoughts:

While IRCC is making progress in specific areas like study permits, the overall picture shows growing pressure on the system. Applicants for work and visitor visas should prepare for potential delays and seek timely guidance.
