Starting January 1, 2026, students enrolling in Master’s and Doctoral degree programmes at public Canadian designated learning institutions (DLIs) will no longer fall under Canada’s study-permit cap. They will also be exempt from needing a Provincial or Territorial Attestation Letter (PAL/TAL) in the application process.

What the Cap Exemption Means for You

This is an outstanding advantage for doctoral-level international students, enabling earlier travel, earlier enrolment and greater peace of mind.

Still Meet the Requirements

While these updates are significant, it’s important to remember that you still must submit a complete application: Letter of Acceptance (LOA), proof of identity, passport/travel document, proof of funds, etc. The key change is what is no longer required—the PAL/TAL and the cap limit—when you meet the criteria.
