Canada Opens a New Chapter for Graduate International Students

As part of its ongoing efforts to attract top global talent, the IRCC has announced game-changing updates for international graduate students. Starting January 1, 2026, students enrolling in Master’s and Doctoral degree programmes at public Canadian designated learning institutions (DLIs) will no longer fall under Canada’s study-permit cap. They will also be exempt from needing a Provincial or Territorial Attestation Letter (PAL/TAL) in the application process.

What the Cap Exemption Means for You

Removal of the cap means that your application will not be delayed simply because of allocation limits. More importantly, the elimination of the PAL/TAL requirement means fewer upfront costs and fewer administrative steps before applying for your study permit. For Master’s students in India or other countries, this simplifies your pathway to Canada considerably.

Doctoral Students Get an Extra Boost: Two-Week Processing

In addition to the cap exemption, IRCC has introduced expedited processing for PhD applicants and their accompanying family members. If you apply online from outside Canada and meet eligibility criteria, your study permit (and related work/visitor permits for family) can be processed in as little as 14 days. This is an outstanding advantage for doctoral-level international students, enabling earlier travel, earlier enrolment and greater peace of mind.

Still Meet the Requirements

While these updates are significant, it’s important to remember that you still must submit a complete application: Letter of Acceptance (LOA), proof of identity, passport/travel document, proof of funds, etc. The key change is what is no longer required—the PAL/TAL and the cap limit—when you meet the criteria.
