Breaking: Canada Extends LMIA-Exempt Innovation Stream Until 2028

In a major move to solidify its position as a global tech powerhouse, the Canadian government has officially extended the Innovation Stream pilot program. Originally part of the 2023 Tech Talent Strategy, this high-impact pathway, which allows top-tier global talent to work in Canada without a Labour Market Impact Assessment (LMIA), will now remain open until March 22, 2028.
This extension comes at a critical time as Canada reshapes its immigration landscape, prioritizing high-skilled “innovation” workers even as it tightens rules in other temporary worker categories.
What is the Innovation Stream?
The Innovation Stream is a specialized work permit pathway under the International Mobility Program (IMP). Its primary goal is to help “game-changing” Canadian companies, those enrolled in the Global Hypergrowth Project (GHP)—access the world’s best talent quickly and efficiently.
The standout feature of this stream is that it is LMIA-exempt. This means employers do not have to undergo the lengthy and costly process of proving they couldn’t find a Canadian for the role, saving months of processing time and thousands of dollars in fees.
Who Can Apply? (Eligibility Criteria)
To qualify for a work permit under the extended Innovation Stream, candidates must meet three primary requirements:
- A Qualifying Job Offer: You must have a job offer from one of the eight designated GHP employers (listed below).
- High-Skilled Role: The position must fall under the National Occupational Classification (NOC) TEER categories 0, 1, 2, or 3.
- Prevailing Wage: The offered salary must meet or exceed the median hourly wage for that specific occupation in the region of work.
The 8 Designated Employers
Currently, only eight “hypergrowth” companies are authorized to hire through this stream:
- Ada Support Inc.
- AlayaCare
- CellCarta
- Clarius Mobile Health
- Clio
- Duchesnay Pharmaceutical Group (DPG)
- Lightspeed Commerce
- Vive Crop Protection
Key Benefits for Workers
The Innovation Stream isn’t just easier for employers; it offers significant perks for the workers themselves:
- 2-Week Expedited Processing: If your job falls under TEER 0 or 1, you are eligible for priority processing under the Global Skills Strategy.
- Spousal Open Work Permits: If you are hired for a qualifying role, your spouse or common-law partner is eligible for an Open Work Permit, allowing them to work for almost any employer in Canada.
- Long-Term Stability: These employer-specific work permits can be issued for a duration of up to five years, providing a clear runway toward Permanent Residency (PR).
Why This Matters in 2026
The 2026 immigration landscape has seen a notable shift. While Canada has reduced its targets for traditional LMIA-based permits to 60,000 this year, it has increased the target for LMIA-exempt International Mobility Program (IMP) spots to 170,000.
By extending the Innovation Stream, Canada is sending a clear message: the country remains “open for business” for high-skilled tech, engineering, and management professionals who can drive economic growth.
